MR MACANDREW AND THE POST OFFICE.
The following letter, addressed by Mr Macandrew to his Excellency the Governo*, has been placed at our disposal .• . Superintendent's Office, tv» t , Da ? fcdin > November 20, 1876. My have the honor to brine under your notice that all letters addrettwd to me as Superintendent of Otago have not been delivered by the Post Office officials t« mo, but, I believe, have been forwarded to your Fxcellency, or Borne of the servants of the Crown m this Colony. lam not aware under what authority this has been done. the Abolition of Provinces TTu !* . ? ? eed hardl y P oint "it that, if that Act is law, then there wail bo roch office as the Superintendent of the Province oi Otago, and, consequently, those who addressed letters t6 his Honor the Superintea.dent of Otago must intend, them for me personally. Clearly, they could not have brea meant for your Excellency, or any of your advisers; otherwise, they, would be pro.perly addressed. No doubt there are many who do.not recognise the power of the Assembly to pass the " Abolition of Provinces Act, 1875," and, if the stndera are of that opinion, then again the letters must have been intended for me personally. Any letters which have come to ma upon Provincial business, I have at once forwarded to the Colonial Secretary. But I can scarcely thmk that your Excellency will sanction the opening of my private letters, whatever political opinions I may hold. I write to you, believing that what I complain of has been done without your Excellency's sancfi tion, and so that I may take further steps to vindicate the right I couceive I possess to puruse my own letters before they have been read by any of your Excellency's Ministers, or any of the Civil Servants of the Crown.— I have, &c , James Macandrbw. Up to yesterday, the only answer received was that the letter had been referred by His Excellency to his responsible advisers.
