ROAD BOARDS’ CONFERENCE.
The adjourned meeting of the conference of delegates of the different Hoad Boards throughout the Province was held at Murray’s Hotel this afternoon; Mr Rutherford presiding. The committee, Messrs Kinross, Hooper, and Rossbotham, appointed at the last meeting to go through the Ordinance, and to make suggestions thereon, now submitted the following report 6
Tour committee appointed at a meeting of the delegates, hold at Murray's Hotel on the 11th May, for the purpose of further considerimr and reporting upon resolutions submitted to the meeting re extension of the present powers of Boad Boards, have the honor to report that we have considered the several resolutions, and hereby beg to submit for your approval to be subsequently referred to the several Boad Boards of the Province, as followsl. That the present Ordinance be repealed, and that in addition to the powers contained m the present Ordinance thought necessary to retain, provision should be made for the followmg new Ordinance. 2. That the title of “ District Boad Board should be altered to "District Boards. 3. That District Boards should have charge of pounds, with authority to impound cattle trespassing on public roads. 4. That the nhnirmar. of each District Board should, in virtue of his office, be made a Justice of the Peace, to adjudicate upon cases arising ont of breeches of the bye-laws or other matters under the control of District Boards. 5. That all fines arising from breaches of the Ordinance or bye-laws should go to the funds of the District Boards. 6. That District Boards be empowered to Provide for the eradication of thistles by bye-laws. . That all revenue arising from the dog-tax and slaughtermen's and publicans’ licenses be paid to District Boards. 8. That public assistance should be granted to District Boards.
Mr Hoopbb explained that the committee did not think it necessary to go into the Ordinance fully until an answer was received from the various Boards to the circular proposed to be forwarded to them, providing for the repeal of the present Ordinance. If the reply favored the repeal, then a committee might be appointed to draw up a new Ordinance, retaining the useful clauses in the present Ordinance. Mr Rossbotham thought they would have to go to the General Assembly for support: the Provincial Council would not assist them. At least such was the opinion of the Provincial Secretary.—After further discussion, it was agreed, on the motion of Mr H oopeb, “ That the resolutions as read to this meeting be embodied in the circular to be forwarded to the road boards throughout thin Province for their approval or otherwise, and asking any further suggestions as they may think fit, and to forward same to the general conference to he held at an early date; the circular also to ask that each board be invited to send a delegate to the proposed conference.” On the proposition of Mr Andrew it was resolved-“ That on the receipt by the secretary of answers, which he request be sent in before the 20th of July, affirming the resolutions, he immediately convene a meeting for appointing a committee to prepare a new Ordinance for submission to the ensuing conference.” Mr Rossbotham was appointed secretary and treasurer to the Conference, after whicn the meeting adjourned.
