NOMINATION FOR SOUTH WARD.

The nomination of candidates for the representation of South Ward in the Municipal Council, for the seat vacant by the resignation of Mr E, B. Cargill, took place at the Provincial Council steps at noon to-day. There was not a large assemblage. His Worship the Mayor having explained the purport of the meeting, The Town Clerk read the advertisement convening the meeting, and the nomination papers received. Mr Robert Rossbottam was proposed by Mr John Edmonds, and seconded by Mr Thomas Tomlinson. Mr John Cargill was nominated by Mr G. E. Dernier, and seconded by Mr B. J. Lowry. His Worship announced that as the day first named for taking the poll was that appointed for thanksgiving for the recovery of His Royal Highness the Prince of Wales, it would be taken on Friday next instead. Mr Bossbotham then came forward and asked the support of the electors. If returned he would look after their interests. Many things required attention, not only in South Ward, but in all parts of the City. He considered the rates much too high, and the toll-bars much to near the City boundaries. He would endeavor, if possible, to have both grievances remedied. If the Corporation were likely to take the main lines of thoroughfare under tneir control, under certain conditions arranged by the Government, in all probability they wouldhavefunds at their disposal from licenses and other sources, which could be well employed in reducing taxation, beautifying the City, and thus make it more attractive to strangers. With regard to toll-bars, he thought it advisable they should be removed to a reasonable distance from town, for at present it was impossible to drive more than a very short distance from the City without being obliged to pay toll. Many other matters should be mentioned, but they would be better explained at the meetings he proposed holding in the Ward, before the day of polling Mr John Cargill said as he was about to reside in town, he would have time at his I disposal to look after the inter, sts of South Ward and the City; and, if elected, he should feel it his duty to do— (A Voice : How about the gas contract made some years ago ?) There was a contract made when he was a member of the Town Board that was a very good one at the time, but he had no part in working it out. That was done too expensively. An enormous sum was laid out in expensive lamp-posts, and in providing too many of them. In answer to questions, Mr Cargill considered if the Corporation purchased the water works, it would be their duty to see that they were in good order before taking possession of them. That could only bo ascertained by an expert, by whose opinion the Council must be guided, as they were nob civil engineers. The drainage question must be taken up some time, but the expense to which the City had been put in improvements rendered it not likely that it would be undertaken for some time.

Mr Debmer asked an explanation of the reason why only the names of a few merchants appeared appended to the advertised copy of the requisition to him, as many workingmen had signed it; also, did he want the support of the working-men as well as the merchants ?

Mr Cabo ill replied there could not be a doubt as to the answer. Of course he wished the support of everyone. He did not think it necessary to publish all the names of the requisitionists, but he would have done so gladly had he thought they wished it. He took the first names on the list. He purposed holding meetings in various places before the day of polling, when he should be glad to answer any questions.
