Rec. 9 a.m. WASHINGTON, August 31 The promotion of General Eisenhower to the permanent rank of majorgeneral is announced by President Roosevelt. At present General Eisenhower holds the temporary rank of full general and the permanent rank of colonel. He has also been awarded the Distinguished Service Medal for skilful leadership in the Mediterranean campaigns. mmmßmuuumm _
