President Kooscvclt asked Congress in a special message on AVednosday to provide Federal supervision of investment securities. The President said that the public had sustained severe losses through practices neither ethical nor honest. Ho would propose soon legislation relating to tho bettor supervision of tlio purchase and sale of all properties dealt with in our exchanges. Hc_ also spoke of the legislation he had in mind to correct unethical and unsafe practices on the part of officers and .directors of banks and other corporations. "What wo seek," he said, "is a return to a clear understanding of tho ancient truth that those who manage banks, corporations, and other agencies for handling or using other people's money are trustees acting for others;"
