BERLIN, March 28. '. The broadcasting authorities, which are controlled by the Government, refused to broadcast a Monarchist speech by Ebert yon Bismarck, who is a lelativo of tile famous Chancellor, at a meeting of the League of Nationalist Youth, which the ex-Kaiser's ..son, Prince Oscar, attended. Herr Bismarck pleaded for the return .of the hereditary Hohenzollern monarchy. "/We need a State- where I Ifcvi)ie right for the Emperor/ is a mandate from above, even as the vocation of every citizen is a duty ordered from above," he said. The present German Government is a coalition of the Natioualsozialistische Deutsche Arberterpartei (NSDAP) (National Socialist German Labour Party), known as the Nazis, and the Deutschnationalo Volksp^rtci (DNVP) (German National People's Party), known as the Nationalists. The leader of the NSDAP is Hcrr Adolf Hitler and the leader of the DNVP Dr. Hugenbcrg. The Cabinet is divided between the ,parties:— Chancellor of the Ecich: Adolf Hitler (NSDAP). Vice-Chancellor and Commissioner for Prussia: Franz yon Papen (non-party). Minister of the Interior: Dr. "Withelm Erich (NSDAP). Minister for Foreign, Affairs: Konstantin Freiherr yon Neurath (nonparty). Minister of Justice: Dr. Gurtner. Minister of Defence: Lieut.-General yon Blomberg (Stahlhelm). Minister of National Economy, Food, and Agriculture ("Crisis Dictator")Dr. Hugenberg (DNVP). Minister of Finance:' Count Schiverin yon Krosigk (non-party). Minister of Labour: Franz Seldte (DNVP). Minister of Communications and Posts: Baron yon'; Eltz-Bubenbach (DNVP). Minister without Portfolio: Captain yon Goering (NSDAP). Commissioner for Unemployment; Dr. Gereljo (non-party). The Storm Troops are associated with the Nazis and the Stahlhelms with the Nationalists. The Keichsbannerists support tho Republic and the Left. /'
