IN THE BALANCE

PEACE AND WAR

PAUL-BONCOUR'S WARNING

PABIS, March 27. The Foreign Minister, M. Paul-Bon-cour, addressing the Friends of Peace League, said that although the present difficulties were not insoluble, the question of peace or war was in the balance.

It was essential, he said, that the Disarmament Conference should proceed in the present month, as failure would set in motion an armaments race which would lead to a catastrophe, but pessimism was premature.

Referring to the Economic Conference, M. Paul-Boncour declared that those nations which did ■ not see the necessity of the interdependence of all would perish.
