ROOSEVELT POLICY
ATTACKED IN CONGRESS
EMBARGO ON ARMS
WASHINGTON, March 26. A member of the House of Representatives, Mr. Tinkham, declared that the Roosevelt Administration apparently desired war in Asia with Japan. He referred to a joint resolution now' pending in Congress, vesting in the President power to prohibit the exportation of arms and munitions of war to countries engaged in a dispute or conflict. Mr. Tinkham alleged that the resolution was aimed at Japan,' and indicated that the present Administration had adopted the whole foreign policy of the last Administration "which was completely dominated by the British Foreign Office."
