Inspired by the literary and romantic fashions set by Noel Coward, the dictators of mode have decided that a return to 1900 will be the fashion rule this year. _ The tendencies of recent years for simplified sporting appearance are now dead and forgotten, and elaboration of decorative details will be the rage. Skirts will be of modest length, and Houses of flimsy material, adorned with flounces and ruches of needlework. Short, full, and flounced sleeves, the - 1900 high waistline, small capes, and waisted coatees are promised. Hats will Tbe unchanged in type, but will be worn perched on the right side, low over the forehead, leaving the crown of the head uncovered.
