APPEAL TO BOTH SIDES

CHINA'S GRATIFICATION

BUGBY, 30th September.

Geneva reports state that a Comit* tee of the League of Nations Council^ consisting of representatives of Great Britain, France, Italy, and Germany* met at Geneva this morning and draft* ed a resolution on the Sino-Japanesd quarrel which a full meeting of th* Council accepted to-night.

Tha resolution asks the Japanese) Government to expedite the withdrawal of troops from the affected area, whila the Chinese Government is asked t<K assure the safety of Japanese subjects*

It is proposed ir\ addition that th« 4 I Council should, adjourn until 14th Oe« tober, but the" Council will not meet' on that date if the Japanese troops have been withdrawn by them and if , direct negotiations between China an<t Japan have been started. , Beplying to a question in the Honssl of Commons, the Under-Secretary fotj Foreign Affairs, Captain Eden, referred to the course of events following the appeal addressed by tha Council of the League to the parties to the dispute. The Chinese Government in its reply} to the League had expressed gratifica* tion at the action taken, together witK the hope that further measures would be forthcoming. At two successive meetings of th«( Council the Japanese delegate had re« ported the progressive withdrawal o^ Japanese troops from Chinese territory,; He had declared that his Govern* ment had no territorial designs on, Man* cburia, and that it had maintained^ itM determination—-of which practical proof had been given during the lasiq few days—to withdraw its forces with* in the railway zone, insofar aa the( safety of Japanese nationals and theif property ■were effectively provided! for.

He added that all Japanese troop^ were now withdrawn except for'" thos«i in Mukden and Kirin and for a small number in two other towns.
