ADVICE TO AMERICA
NEW YORK, ISth February. The Washington correspondent of tho "New York Times" says that Senator Walsh, of Montana, in a radio address, sounded a note for which many of thoso interested in tho success of the London Conference have been waiting hopefully without getting any encouragement from authoritative sources. Senator Walsh advocated American participation1 in tho so-called security pact affocting the Mediterranean, but with reservations which would safeguard tho United States from becoming involved in European political concerns. ■ . . . ' The proposals ask for-tho conclusion of a treaty between the United States, France, and Britain which would impose upon the signatories an obligation to consult :u ong themselves if danger threatens in the Atlantic. The American delegation has done nothing to pave the way for a discussion on this-mutter in, America with a view to the formulation of an intelligent public opinion as to what, thp course of tho Senate, should be if ai> Atlantic consultation arrangement were marl* ill London.
