"Isn't there sufficient 'courage or statesmanship in any. one of the five Powers 'to call Germany into consultation, demand the abolition off large battleships, and the limitation" of the largest ships of the future to 10,000 tp- ,with eight-inch guns?" it asks. 'An immense body of public opinion in every country would-welcome simple, decisive action, cutting across all naval rivalries. If this is not done, the Conference will acquire a. worse reputation than a haggling conference of shellbacked admirals."
