FRENCH CLAIMS OBSTACLE

Tho "Daily Telegraph's" diplomatic contributor says that the British aud American, delegations tako a. grave view of tho French claims which,, if
unchanged, will inako a clean sweep of tonnage ratios embodied in Mr. Stimson'a offer to Britain. The British and American delegations ou Friday tried vainly to obtain M. Tardiou's assuranco that tho demands were only a bargaining maximum. M. Tardieu insisted that tho memorandum represented France's absolute needs. A reduction was unthinkable except in return for new Anglo-Ameri-can guarantees regarding socurity. The correspondent points out that if tho French '.demands aro maintained Britain would probably be unable to accept Mr. Stimson }s offer, but would have to have- additional destroyers and small cruisers. t It looks at tho moment as if the Conferonco is doomed to failure as far as a substantial reduction is concerned. This could only bo reached by the sacrifice of British security.
