A hundred and thirteen murders remain unsolved in Chicago this year. A significant feature is that in not one outstanding case of gang slaughter have the murderers been brought to justice. Even when the murderer is convicted at great expense, it is difficult to keep' him in gaol. Criminals sentenced to death are granted new trials, and meanwhile the witnesses disappear, cither permanently, or during the re-trial, and the murderer is set free. Jurymen fear to serve as they and their families are threatened with death if they find against the defendant.
