BEELIN, 23rd December. Provisional returns all districts show that approximately 5,783,000 voted in favour of the Bill condemning the Young Plan and 335,000 against. The poll represents only 14 per cont. of the electorate.

Tho extreme Nationalists claim that a baro majority is all that is needed. On the contrary, the Government has published the opinion of its legal advisers that the Bill modifies the constitution, for which more than twenty million votes are necessary for a vote to become effective. The final decision lies with the Reichstag Electoral Court, to which organisers of the referendum will probably appoal.
