CONSTITUTION BILL PASSED

"VIENNA, Bth December. After fifty days' discussions, the Bill reforming the Austrian Constitution passed its second and third readings in Parliament ensuring a political Christmastide peace. The Bill was so modified by the Socialists that the power of the Vienna City Council is practically undiminished, enabling the council to control expenditure. Dr. Schober, the Chancellor, claims that neither of the' rival organisations, the Fascists and Socialists, can claim a victory.
