BLUNT WORD FROM DUTCH MINISTER.

The "Daily News" Berlin correspondent states that the Dutch Minister of the Interior had a lengthy interview with the ex-Kaiser, bluntly acquainting him with Holland's obligations to the Allies, without whose consent the Dutch Government could not permit his departure from the country. .
