London-, May 10. Tho Standard to day publishes a telegram from tho Transvaal, stating that the troubles between tho Boors and natives have culminated in open hostilities, fighting of a severe character having taken place between them.

Tho latest telegrams from Paris report that the French troops are now only a few miles distant from the city of Tunis. Tho Czar of Russia has issued a proclamation declaring his intention to maintain autocracy in Russia, and to use every endeavor to extirpate sedition from the country.

May 13. It has transpired that the treaty which was signed yesterday by the Bey of Tunis and the commander of the French forces in that country will virtually annul the autonomy of the Tunisian State, and reduce tho Bey to tho position of a vassal of France.

The members of tho Russian Ministry have tendered their resignation to the Czar. This action, it is believed, is inconsequence of His Majesty’s recent proclamation as to the future Imperial policy. The nows of the surrender of tho Bey of Tunis and the terms of the treaty which has been agreed to by him has caused great excitement throughout Italy., Indignation is greatly sxpressedat the action of France. It is expected that diplomatic representations will at once be made to the French Government with regard to the position of the Bey and the autonomy of the Tunisian people as affected by the treaty. May IG. The news of the treaty signed between France and the Bey of Tunis has caused consider able astonishment throughout the whole of Europe.
