BRITISH AND FOREIGN. (From Exchanges.) London, January 23th. •A Rill for the adoption of coercive measures in Ireland was introduced by the Irish Secretary in the II mse nf Commons to lay. The powers which it prop ises to give the Viceroy are To issue warrants for the arrest and detention of suspected persons an I persons guilty of treasonable con luct. It will hold pood till October, 1882. Dr Lyons, member for Dublin, has given notice of ao am mdment on the measure, requiring the Government to carry out reforms in Ireland before pursuing a policy of coercion. ■ln ths course of a speech made in the House to-day, fir Stafford Northcote, refe ring to the remarks made by the Secretary for Ireland in introducing his Bill, sai l that Mr Forster’s facts were sadly convincing mf the -necessity for immediate stringent measures in regard to Irefan 1. The Home Rulers then proceedo ! to obstruct the passage of the motion, and a stormy scene ensued. The Government are deiermined to pass it. Renewed rioting has occurred in Lancishire owing to the strike, and several serious collisions have taken p'aco between the loeked-out miners and the police. Great alarm exists throughout England at renewed minors of intended Fenian attacks, and the authorities continue to take ,precautionary measures. Portions .of the Tower of London, which have hitherto been open to the public, are now entirely -done. 1, an I strong guards are daily told off at various barracks in England in case of attack. It is announced that the United States Government will in future pay to New South Wales and' New Zealand, one half of the cost of the overland transport of mails, via San Francisco. Tho total reserve in note and bullion in tbe Bank of England is L 13,750,000. January 28tb. Tho butter brought by tbe steamer Prolog has realise 1 Is per lb, the total return showing a large profit. From the fresh meat, af’er payment of all charges, there is a profit fully of LIOOO.
