THE CLYDE TOWN COUNCIL.

(TO THE EDITOR OF THE DUNSTAN TIMES.] Sir,—As one of the representatives of the ratepayers in the Town Council I have a sp eial grievance to complain of. The Mayor of a Corporation is supposed to be the main lever in moving on the business of the Council. The Mayor of Clyde, in my opinion, is not a lever to move on, but a very effective break on the wheels of the progress of the business of the Council over which he presi es. On the 15th inot. a meeting of the Council was held, but only myself and Councillors M’Connochie and Atkins were present. We proceeded to business in a legal manner, and transacted business of much importance The Mayor, however, had issued orders to the Town, Clerk not to enter the minutes of the meeting in the usual book. On We 'nesday evening last the usual fortnightly meeting of the Council was held, when only myself and Councillors M‘Connochie and Atkins were present. The Town Clerk'refused toperform his usual du i:*, <‘eclaring that three Councillors did not form a quorum, and he locked up the books. Now Sir, I, with the greatest confidence, hold that three Councillors do form a quorum according to the 34th clause in the Municipal Ordinance of 1868, which reads, — “That all questions of adjournment or oiher questions may be done and decided by a majority of members present, provided three at least be present.” Finally, 1, on behalf of my constituents, warn the Mayor and his col eagucs against having the new Town-hall built on the site now occupied by the old one, instead of on the one granted 1 y the Government, and that, if they attempt to take a single step towards such buildidg, they will most assuredly be held responsible for any consequences that may arise therefrom, the Council not having a legal right to the site now occupied.
