THE SECOND SUEZ CANAL. THE ANGLO-FRENCH DIFFICULTY AT TAMATAVE. LONDON. July 17. Tenders for the New South AVales four per cent three million loan, A\ r ith a minimum of par, Avere opened to-day. The total amount offered Avas found to bo ,£3,1-10,000. Tenders at par -will receh'e 93 per cent of allotment, and tenders aboA-e par will receive in full. Tenders for the Hobson's Bay Harbor Trust loan of £250,000 at five per cent, Avhich wero opened to-day, amounted to £33-1,000. Tenders at par will receive 15 per cent of allotment, and thoso above par in full. In the House of Lords to-day Earl Granville, in reply to a question, stated that tho Government had foimd it impossible to make better conditions in the agreement for the construction of a second Suez canal, OAving to the position of Count dc Lesscps and the rights of shareholders in tho existing company. Still, His Lordship added, the Government were not prepared to admit that Count de Lesseps possessed a monopoly in connection Avith thejeonstruction of canals through the Isthmus of Suez.
