MR SHEPHARD BEFORE HIS CONSTITUENTS.

Nelson, This day. Mr Shephard, M.H.R. for Waimea, addressed his constituents at Richmond on Monday night. He spoke principally on land laws, national insurance, railway routes, and special taxation for railways. He argued against Major Atkison's "insurance scheme, and said that as modified it could uot bo called a scheme for the prevention of pauperism. A vote of thanks and confidence was carried unanimously.
