Thursday. The House met at 2.30 p.m. OHTTEOH 07 ENGLAND TBTTSTEES BILL On the report of the committee the Church of England Trustees Incorporation Bill was withdrawn. QUESTIONS. Replying to questions, it was stated that the Government would carefully consider the advisability of reducing the rates for ordinary and delayed telegrams, and would endeavor to ascertain if the increased cost of the department in putting up extra wires —calculations would also be made with the view, if possible, of making an early reduction in delayed telegrams ; the Public Works Estimates would be down on Monday ; the bill to provide for the iseiie of Government stock saleable in the colony "Would be introduced next "week ; time "would not permit this session for the amendment of the Sharebrokers' Act, so as to make brokers liable for shares transferred through their agents being duly stamped j where the compulsory clauses of the Education Act were in operation the police had instructions to take cognisance of children ; of Bchool age who did not attend school; instructions would be issued for the strict compliance with the law providing for tbe printing of the supplementary electoral rolls. NEW BILLS. : The following bills were introduced and - read a first time:—Bill to enable the < trustees of the Southland Agricultural and . Pastoral Association to dispose of the land ( vested in them to the Caledonian Society and to acquire other lands in lieu thereof (Bain) ; Dog 3 Eegistration Act, 1880, Amendment Bill; Animals Protection Act, 1880, Amendment Bill (Dick): SECOND BEADINGS. The following bills were read a second time :—Onehunga G-rammar School Bill; Bangiora High School Bill; Akawa High School Bill; Waimakariri Harbor Board Loan Bill 5 Waimate Racecourse Reserve Bill; Invercargill Gasworks Site Bill; Roxburgh Recreation Ground Management Bill; Christchurch Municipal Council Empowering Bill. DEFEBBED PAYMENT BALLOTS. Mr Bastings moved, " That it is desirable in the interest of settlement that the ballot be reverted to under the deferred payment system, and, contingent xipon this resolution being carried, that the Government be requested to give effect to the same by amending the law bearing upon the subject." Mr Rolleston objected to the motion, alleging that under the ballot, -which had pteviously been in force, men whose luck, bo to speak, happened to be out were put to a great deal of trouble and cost in going about in the vain endeavor to got what they ■wanted. The motion was carried. The House adjourned at 5.30. The House resumed at 7.30. FENCING- BILL. Mr Bryce moved the second reading of the Fencing Bill, which he said was the earne bill that fell through last session. Its object was to consolidate the various provincial Acts. The bill was read a second time. DURATION OS , PARLIAMENTS BILL. Mr Murray moved the second reading of the Duration of Parliaments Bill. He explained that he did not expect or wish the bill to become law at present, but he desired to place it before the constituencies to elicit public opinion on the subject. Dγ Wallis, Mr Macandrew, Mr Pyke, and Mr George condemned the bill most itrongly. The motion for the second reading was negatived on a division by 63 to 3. PENSIONS BILL. The House went into committee on the Pensions Bill. Mr Rolleston, while admitting the necessity for the House having control over the granting of pensions objected to the bill as going behind existing contracts. It was not a proper measure for a private member to bring down. After some discussion, Mr Shrimski consented to clauses 6 and 8 being struck out. A new clause was added by Mr Saunders, and the bill as amended was reported. ADOPTION OF CHILDEEN BILL. The Adoption of Children Bill -was considered in committee. Jl number of new clauses add amendments proposed by Mr Tole, who was in charge of the bill, were made. Some new clauses proposed by Mr J. B. Fisher were also added, and the bill was reported with amendments. I TAGBAKT ACT AMENDMENT BILL. Mr Bowen moved the second reading of the Vagrant Act Amendment Bill. He said he had bee* asked to take charge of the bill by its introducer in the Council, but he only did so on condition of introducing several important alterations into it in committee. The main one would be that whipping should only be inflicted for a second offence, and by sentence of the Supreme Court. Mr Dick opposed the bill, and asked the House to seriously consider what it would be doing in passing such a bill. Mr M'Lean thought the bill might as well be thrown out at once, He moved

that it bo rend a second time that day six months. Mr Brown opposed the bill. Mr Sutton, while not approving whipping, hoped the bill would be read a second time, as in committee it could bo made a useful measure. Mr Seddon having announced his intention to speak for an hour against tho bill, the House was countedout at 12.35.
