WASHINGTON, October 15. The raid on the Japanese base at Rabaul will have an important effect on tiie course of the war in the Pacific, declared President Roosevelt _at a Press conference. Rabaul is in an extremely strong defensive position. Because of the shape of its harbour and the surrounding hills it will be a tough nut to crack.
