Advice has been received that the Htglt Commissioner’s Cilice has arranged for one pipe and pouch, to be included in every alternate parcel forwarded from New Zealand .House to newly-reported prisoners of war. Arrangements, have also been made to obtain a permit from the Censorship Department whereby it w possible to send a pipe to any New Zealand prisoner of war who requests one. In view of the difficulty of obtaining pipes in 'New Zealand it is considered that the arrangements made in London will cover
