WHEN FREED FROM ENEMY
Relief & Rehabilitation Of Peoples UNITED NATIONS’ DRAFT PLAN
The New Zealand Government has received from the Government of the Unite'd States a copy of the revised draft of the agreement providing for the establishment of a Relief and Rehabilitation. Administration, the Prime Minister, Mr. Fraser, announced yesterday.
“This agreement was originally prepared by the Government of the United States in co-operation with the Governments of China, the U.S.S.R. and the UniteU Kingdom,” he said, “and has now been revised as a result of comments received from other members of the United Nations. It represents a considerable advance- toward bringing all possible help to the peoples of territories as and when they are freed' from the enemy. The agreement provides for a council, with representatives of all the United Nations, to determine policy, a central committee of the four principal Powers, regional committees to consider the particular problems of separate areas, technical sub-commit-tees to investigate particular problems and a central executive with a direc-tor-general which will be responsible for the preparation and implementation of plans. “The Government,” Mr. Fraser added, “welcome the proposals contained in the draft agreement and have notified the United States authorities that they will do eveerything they can to ensure that the relief and rehabilitation of their less fortunate peoples are made as effective as possible.”
