It is increasingly difficult for the Government to adhere to its policy of neutrality since the enmity between the belligerents is constantly increasing. “At this moment our country is nearer war than at the opening of hostilities. It is above all necessary to establish an atmosphere of general confidence and, most of all. it is necessary to keep our armed forces ,in readiness.”
