All Frills To Go CONTROL ORDERS ISSUED Men’s, Women’s And Children’s Wear Wartime clothing in the Dominion is to be more austere. All frills and'trimmings are to go under restrictions introduced under . the Factory Emergency Regulations, 1939, gazetted last night. Control noticesbring into force specifications dealing with the manufacture of men's youths and boys outei clothing, the manufacture of women’s and girls’ outer clothing, . and the manufacture of men’s, youths’ and boys’ shirts and pyjamas. The specifications, which have been prepared by the New 'Zealand Standards Institute, operate from today. The object of the restrictions is to eliminate waste by concentrating production on the best of existing tj pes, classes; and grades of commodities, and upon the processes and practices which are most economic. No manufacturer may make any article of clothing which is prohibited by the specifications. The restrictions in cveyy case are not to apply to garments ordered before today if tlioj are delivered by January 31 next. Malo Clothing. Men's, vouths’ and boys’ coats can no longer"be manufactured with belts or half-belts, unused buttons, doublebreasted fronts, more than four pockets, pleats or. yokes, hems 'exceeding one. aud a half inches iu width or pockets with flaps or, tabs. There are certain other restrictions. Similar provisions, apply to sports coats, which, .must not have more than three pockets, and also to blazers, for which linings and ornamental braid are prohibited. Material must not be used which is capable of being utilized lor the manufacture of men’s or women’s outer garments, but this restriction does not apply to boys attending school or college. Waistcoats arc not to be manufactured with •back straps, double-breasted fronts, and certain other features. Cuffs, pleats, extended bands, or a bottom width exceeding 20 inches are not allowed for trousers, including sports trousers. These emergency specifications do not apply to industrial working, or waterproof clothing made from cotton material; to robes .and vestments of religious aud other orders; clothing for defence services; garments used exclusively for theatrical productions; or garments for infants up to but not including 5 years. Women and Girls’ Wear.

Women and girls will find themselves under the necessity of using garments which are not to be manufactured with balloon or leg-of-mutton sleeves, separate or attached hoods or capes, yokes of double material (except school tunics), and hems exceeding two inches iu width, excepting garments worn by schoolgirls up to aud including 10 years of age, in - which the hems shall not exceed four inches in width. Skirts are not to have a floor clearance of less than 15 inches for sizes up to 42-iuch hip measurement and of less than 10 inches exceeding that hip measurement. The sweep or finished, bottom measurement, including material used in pleats, must not exceed 58 inches for sizes up to 40-incli hip measurement, 72 inches for sizes over that measurement for unattached skirts, and 78 inches for frocks. Special restrictions of a similar nature, though slightly varied apply to overcoats. Slacks are no longer to be made with a bottom width exceeding 22iu. They must not have cuffs, pleats, or tunnel loops, or hems exceeding ljin. in width. Garments, the manufacture of which will not be permitted, are bridge coats, cloaks, wraps, or coatees, of cotton, silk, or art silk material, costumes or suits of more than two'garments, fulllength frocks, including afternoon, evening, and dinner frocks, beachwear (except bathing suits, shirts, or shorts). There are to be no two-piece frocks, including ensembles with Jong coats, jackets, or boleros, but this does not include costumes or suits consisting of a short coat and skirt, prbvided that the coat does not extend more than lOAin. below the waistliue. Bridal. gowns are not subject to these restrictions, nor are garments for children under 11 years of age, clothing for persons, of physical abnormality, maternity dresses, regulation clothing for any forces, robes or vestments for orders, and waterproof garments. The term garment means any article of women’s or girls’ clothing that does not come within the category of underclothing. Shirts and Pyjamas. Shirts and pyjamas come witbin restricted categories. No men’s, youths’ or boys’ shirts are to be made with canoe collars, slide fasteners or laced fronts, or sleeves with other than single cuffs. They are not to have pockets, neck reinforcement, or more than two buttons on the front in addition to the collar button, except for shirts opening from neck to hem,, when buttons on the front are not to exceed four in number. There are to be no more pyjamas with roll collars, interlining collars, or contrasting colour in collar, cuffs, or otherwise. These specifications do not apply to garments required for any special purpose or for infants under three years of age.
