Break Predicted With Axis / NEW CABINET FORMED NEW YORK, October 22. President Rios of Chile has formed a new Cabinet Reliable sources predict that Chile will soon sever diplomatic relations with the Axis. Senor Joaquin Fernandez, Ambassador to Uruguay, accepted the post of Foreign Minister after Senor G. Riesco, who previously accepted it, changed his mind and declined the appointment. Senor Francisco Solar, a Radical, who was sworn in as Minister of Commerce last night, resigned because'the governing body of his party refused him permission to hold office. Senor Foilan Arrigada was appointed instead. There are indications, says the Associated Press, that Chile'intends to extend firm treatment to Axis agents. The Minister of the Interior, Senor Paul Morales, used his power of decree to order the banishment of three Germans accused of espionage after . a magistrate, on a legal technicality, freed them of charges of secretly radioing information of ship movements. Senor Morales also ordered a search of the homes of foreigners suspected of pro-Axis activities. President Rios issued a statement that his purpose is to defend, the territorial integrity of Chile and American solidarity.
