Refusals To Grant Access What he termed some bad cases of refusal to grant access for tlie purpose of repairing damage caused by the June earthquake were referred to by the mayor, Mr. Hislop, at last night's Wellington City Council meeting. lie said it was plain that these persons wanted the properties to remain as they were so they could force out tenants. He had represented to the Prime Minister that where the citv engineer, Mr. K, E. Luke, considered premises should be repaired, entry should be made and the work become a charge on the land. A reply had been received that the representations were being considered. To Cr. W. J. Gaudiu, Mr. Hislop said tlie council did not desire to force on owners tlie repair of useless houses. What he had iu mind were cases where roofs and chimneys could be repaired at no great cost to make houses habitable.
