No Change Regarding Belligerent Rights (British Official Wireless.) RUGBY, March 13. Britain’s policy regarding belligerent rights in the Spanish civil war remains unchanged. FOREIGN AID FOR FRANCO (Received March 14, 9.30 p.m.) LONDON, March 14. Answering a question in the House of Commons today, the Foreign Undersecretary, Mr. R. A. Butler, said that reports indicated that General Franco had continued to receive assistance from Germany and Italy since the beginning of November, 1938, but it was impossible to' give particulars.
