ICE CREAM

MONOPOLY AT DAY’S BAY At a special meeting of the City Council yesterday afternoon, Councillor W. J. Thompson (chairman of the Reserves Committee) moved the adoption of the following report: “The committee have to recommend that no tender be accepted for the right to sell icecream on the beach at Day’s Bay, but that the chairman of the committee and the director of parks and reserves be authorised to make arrangements with Mr. Parkin, the lessee of the pavilion, with a view to granting him the sole right to sell ice-cream on the beach and at Williams’ Park, Day’s Bay, subject to the payment of an annual fee.” Councillor Thompson stated that the tenant of the pavilion had tendered for the lease on the understanding that no one would be permitted to sell icecream outside the gates of the pavilion grounds, and under that impression, he had gone to considerable expense in putting in a freezing or ice-making plant. Under these circumstances it was thought by the committee that the onlv course would be to accept no tender for the sale of ice-cream at the bav. . Councillor R. Semple said that it was known to the committee that, rightly or wrongly, the tenant had gained the impression that he would have the sole rights for the sale of icecream, also that lie bad spent quite a lot- of moiiev in putting down a plant to meet with the demand during the summer months. Councillor W. H. Bennett said that thev would have to make quite sure that the tenant of the pavilion was prepared to sell ice-cream on the beach as well as in the pavilion, as numbers of people went to the beach only, and did not go near the pavilion. There ought to be some safeguard in that matter. Councillor Semple said that the point was not being overlooked. The report w» adopted.
