BALANCE OF POWER WITHIN THE EMPIRE
REDRESSED BY CREATION OF ' DOMINIONS.

London, December 13. Sir Charles Lucas lectured at tho Colonial Institute on the balance of P 0 within tho Empire. Ho propounded the theory that tho creation of self-govern-ing Dominions redressed the. balance by distributing the power throughout ihe Empire. Sir Charles Lucas was of opinion that if Ireland immediately and India ultimately become Dominions, they would further advantageously redress (he balance within the Empire. Sir James Allen (Now Zealand), who presided, said that Ireland was a difficult and delicate question, which ho wns not prepared to deal with. Regarding the Dominions, the war had unduly ouickened developments for which tho Empire was unprepared, and was nowsuffering reaction. Tie urged that we should go slowly and surely.—Aus.-N.Z.
