LOADING ON PARINUI SETTLEMENT
MINISTER’S EXPLANATION. Why had the settlers on the Parinui Settlement of the Olrig Estate an extra loading of -£899 imposed upon them, although the trustees defrayed practically all contingency costs in order that the soldier settlers should benefit? asked Mr. G. Mitchell (Wellington South) of the Minister of Lands. Tho Minister replied: "The total.additions to the capital value of the Parinui Settlement amount to 4)768, and not £899, as stated in the question. This amount was made up as follows:—Surveys, £5O; law costs, .£6O; inspections, etc., 4)50; interest from date of payment of purchase money to date of allotting of sections to lessees, 4)150; and the usual charge of 2 per cent, on tho capital value, equal to £458, for administration and contingencies. These are the usual additions provided for by tho Land for Settlement Act and departmental practice, and are essential in every case to prevent an actual loss on settlement lands purchased and settled by the Crown. The survey referred to as having been made by the vendors was merely a compilation, partly from deeds plan and partly from land transfer plans; and it was necessary, before the leases could be issued, to complete the survey and adjust somq of the boundaries, for which a private surveyor had to do the necessary work, involving a survey of sonio three of river boundary, and the preparation of a new plan at approximately the cost stated.”
