The- New York "Times" correspondent at Peking reports that after the Canton Military Government cancelled tlie declaration of independence, the Peking Cabinet on October 30 approved the issue of a mandate proclaiming that a reunion of North and South China had been effected, and ordering the Ministry of the Interior to co-operate with the provincial authorities in the election of a now Parliament based on tho ol d election laws. Cabinet also approved the creation of special courts to deal with the Kussiau cases in the three Eastern provinces. Tho Press approves the President's bold (step in abandoning the peace negotiations and simply announcing that peace exists.
