PERMITTING EMPIRE-WIDE TRAVEL. (Rec. October 21, 5.5 p.m.) London, October 20. The Commonwealth, having withdrawn objections, the British Government is arranging, with tho unanimous concurrence of India and the whole of •' the Dominions, to authorise the issue of Empire-wido .passports enabling soldiers to travel anywhere within the Empire.
