Tho Japanese Foreign Office and 'tho Cabinet are not disposed to,submit tho racial equality question to the League of Nations. The time is to be inopportune in view of the Californian situation, atyl Japan wishes also to maintain the theory that the League- is not yet sufficiently strong to settle international dispute's, thus forestalling any attempt by the League to solve the Shantung problem—Aus.-N.Z;.
