CITY RATEPAYERS' ROLL
j JUMPS FROM 8000 TO 20,000 IN TEN YEARS. "The last ratepayers' roll issued by the'Citv Council, in 1910. contained-just over 8000 names," said tho Town Clerk (Mr. J. R. Palmer) yesterday. "Tho ratepayers' roll for the coming loan poll will contain over 20.000 names!" . A Dominion reporter who made " inquiries yesterday ascertained that n pell of ratepayers on loan proposals is not taken by publio bodies in England. There the town or county council, desiring to raise a loan for certain works, carefully considers tho proprsal, which then, instead of being submitted to the whole of the ratepayers, is forwarded on to the British Board of Trade, which goes into the details and approves or disapproves, as tho caso may be. Similarly in Sydney or Melbourne, tho ratepayers are not referred to when a loan is needed. The city councils preenro their loan schedules 'much ns is done here, and then they'are sent on to tho Works Do-i partment for approval or otherwise.
