RUGBY REFEREES
NEW ZEALAND ASSOCIATION'S BEPOET. The thirteenth annual report of the New Zealand Rugby Referee's Association states that a conference of affiliated associations was held in Wellington last September, ab which two important decisions were arrived at: (1) The advantage rule to be applied to the throw-out from touch; (2) in the event of a lmock-on in which the player recovers the ball before it reaches the ground the play Bhall be allowed to proceed. Another decision to the effect that it shall not be necessary to play the ball with the foot after a tackle was also come to, but the executive pointed out that this cannot be given effect to. as a rule of the game distinctly provides for the ball to bo played with the foot. In compiling the new hand book, the rresidont and secretary liad possession of a copy of the Euglisji liugby Union's Hand Book of 1919-20, and the rules have been revised where necessary' to bring them into conformity with the English Rugby Union's compilation. ' The balance-sheet shows a credit of £52 18s. Bd.
