■ Th'e "Daily Telegraph" quotes a wellknown statesman of considered judgment, who declares that von Kuhlmann has recently been visiting the ex-Kaiser at Amerongcn twice a week secretly at iHght, and is a direct connecting link between Amerongcn and Eraeroum. Furthermore, Germany is directlv associated with the Bolshevik and Pan-Islamic movements in Central Asia and Asia Minor, and also with the Magvar government's recall to the colour* of thirtv-fivo annual classes of troops. The statesman emphasises that Berlin is insnirin<r Horrhy's/move as well as that of Mustapha Ivemal. with a view to deflecting from Western Europe as many Allied troops as possible, so as to render enforcement of the disarmament clauses of the Treaty difficult, and the eventual restoration of the Hohenzollertis easier. MILITARY COUPS IN MANY TOWNS.

PROCLAIMED IN BERLIN.

London, March 17. I A Soviet Republic has been proclaimed in the Berlin working-class districts, and threatened to arm the workers unless the troops nrn withdrawn. The crew of the cruiser Eckcnfonde, lying in Kiel Harbour, declared for the Kapn Government, and opened a bombardment , against the fort and also against street processions. - Between 400 and 500 demonstrators taking part in tho latter were killed and many houses demolished.
