PROVISIONS TINDER BRITISH . SCHEME. London, December 31. The Unemployed Insurance Bill extends the insurance", against unemployment on a contributory basis to substantially the whole of the employed population between tho. ages of sixteen and seventy. The total number of workers, manual and non-manual, affected is estimated at 11J millions, as compared with three and a third.millions covered by the existing eclicme. The opportunity is given for industries to contract themselves out of the gomjral scheme by setting up special schemes, such as may be approved by the Minister of labour, giving equal or superior advantages. Tho scheme comes into operation on October ]. Agriculture and domestic service are not included in the scheme. The other exceptions include persons other than manual labourers earning more than ,£250 n year, employees of publjc authorities, police, railway servants, or employees of other statutory undertakings where tho employees have rights under a statutory superannuation fund, which makes insurance against unemployment unnecessary. The weekly contributions vary from 3d. a week for girls to fid. a week for men. The employee and employer contribute half each, and tho State adds a sum equal to onethird of these contributions. The rates of benefit vary from Gs. a week for girls to 15s. a week for men.—Router.
