It is pointed- out that until tho United States ratifies the Treaty and the League it will not bo eligible. Tho Chamber will have permanent international headquarters, possibly at Geneva. Tho board of directors will comprise- two members of each nation, one member, being permanently attached to the International headquarters. There will, also be a bureau in each country. Regular meetings of the International body are to be held at intervals of two years, and special meetings when necessary
