Wilson, Secretary of Labour, stating that the conference must reach a common ground of understanding, othorwiso it wi'.l not bo allowed to break \i{>. Mr, Wilson will appoint new groups in tho event of any withdrawing from the conference. The Washington correspondent of tho New York "TCmes" states that the bituminous coal operators and miners have failed to settlo their differences, following a conference with the Secretary for Labour, Mr. W.
