PRIVILEGED PERSONS

A SUBDUED POPULATION (By Telegraph-Press Association-Copyright London, August 8. A distinguished Russian who escaped service with the Bolshevists has arrived in London. He states that German Soviets are strongly established in Petrograd and enjoy special privileges. Lenin and the other chiefs make the most of the German-trained army, but still regard propaganda, as the first line of attack, and are convinced of the necessity of a world-wide revolution. The Soviets proudly proclaim tho British withdrawal as a defeat. The remnant of the population in Petrograd is mercilessly controlled. It works without pay for the Soviets, and receives a meagre meal daily. The city administration ha 9 been reduced to the lowest inefficiency. Factories are shut except the munition works, where ti political committee constantly interferes with the management. The starved workers are cruelly speeded np. Intoxication is their solo relief, and as alcohol is not obtainable, various substitutes are used, including mixtures of gasolino, petrol, and ether—"The Times." DENIKEN MARCHING ON MOSCOW.
