It states that capital has been expended- unprofitablv in equipping the establishment. The cost of the work, compared with tha.t done elsewhere, is excessive, and neither the estimates of the eo=t of tho work or the charges provided for depreciation or interest on capital. Since its inception tho establishment has been a distinctly unproductive venture. Tho renort. recommends a reduction to suitablo dimensions to meet the needs of the service by selling the establishment as a whole or erecting smaller works, or tho sale of portion of tho uorks.—Press Assn.
