GENERAL SMUTS'S OPINION. Cape Town, August 8. _ General Smuts, speaking > t a 'reception in Pretoria, declared that the Germans who scuttlod tho ships at Scapa Flow deserved a statue, because, but for this, the German fleet, which had been the curse of Germany, would have become the curse of the world. He contended that tho immense changes, industrial and otherwise, in Europe would bo sure to affect South Africa.* The latter could not erect a ring fence, but if she put her house in order for the immigration competition she should fee colossal progress.—Aus.-N.Z.
