LOAN FOR IRRIGATION AND RAILWAYS.London, July 29. In moving the second reading of the Sudan Loan Bill in tho House of Commons, Mr. Cecil Harmsworth said ' the Bill proposed to enablo tho Sudan Government to raise six millions for irrigation and railways, with a view to developing cotton growing. It is proposed to plant a large area at the junction of tho Bluo and White Niles. Tho scheme is of the utmost importance in view of our dependence on American cotton'.—Aus.-N.Z. Cable Assn.
