Tho New York "World's" Weimar correspondent eays that Admiral von Scheer, former commander of (he German High Seas Fleet, interviewed, said that the revolt of the German sailors last November upset a naval plan to attack the English coast to the Thames with the High Seas Fleet, employing submarines for flank protection.' It was hoped fe> draw the British Fleet from Scotland into a submarine trap. Had tho British Fleet attacked in the first week of the war Germany would havo lwen beaten — Aus.-N.Z. Cable Assn.
