JAPAN TO HELP IN RETURN FOR ' COAL CONCESSIONS. New York, February 10. Dispatches from Vladivostok .state:— Tt is reported that the Omsk Government has accepted an offer of troops, niohey, and arms from Japan for the purpose of fighting tho Bols'heviki. In return Japan will receive coal concessions in Manchuria—Aus.-N.Z. Cable Assn.
