UNITED STATES NAVY COMPLET- . ING PLANS. New York, February 9. The New York of the New York "Times" states that Mr. Josephus Daniels, Secretary of the Navy, admitted that the Navy was completing plans for the trans-Atlantic flight, in the hope of establishing aerial transportation between America and Europe, i He said lie expected to beat the world in making the flight.
